But I seem to remember reading that there are safeguard requirements for the 911 system at the very least. And even supposing that the Ars writer is right&#8230; most phones require <a href=\"https:\/\/developer.cingular.com\/developer\/testing\/index.jsp?itemId=400020\">certified<\/a> apps.
